COP 6 and the Kyoto Protocol Negotiations

INFORMATION NOTE
INTRODUCTION TO SERIES
The United Nations University (UNU) and the United Nations Institute for Training and Research (UNITAR) have launched an annual series of seminars and workshops to provide delegates in New York with skills and understanding of issues related to sustainable development, in particular the linkages between policy and practice.
OBJECTIVES AND ORGANIZATION OF SEMINAR
The objective of this seminar is to review the policy dimensions of the Climate Change debate as it relates to the agenda of the Sixth Conference of Parties (COP 6). The seminar will consist of lectures and analytical discussions focusing on the following questions and areas: a) Background to Kyoto Protocol COP 3-COP 5; b) What are the best sources of information on climate issues and negotiations and where exactly can you find these resources? c) Analysis of the key issues for COP 6; d) What are some of the possible concerns for developing countries at COP 6? e) What are the issues surrounding the "flexibility mechanisms" (emissions trading and the clean development mechanism)? f) What will be the business interests, perspectives and opportunities arising from the implementation of the Kyoto Protocol? g) What will be the compliance and enforcement system developed for the Kyoto Protocol? h) Analysis of potential conflicts between the Kyoto Protocol and WTO agreements; i) What are sinks, and how do they factor into the COP 6 discussions? The seminar will address the topics above and will remain interactive and participatory throughout.
PARTICIPANTS
The seminar is designed primarily for members of permanent missions in New York dealing with Second Committee, as well as those specifically dealing with the Climate Change Convention. UNU and UNITAR reserve the right to make a selection among the candidates, if necessary. The selected candidates are requested to regard their participation as a firm commitment.
RESOURCE PERSONS
The seminar will be coordinated by UNU and UNITAR. The resource persons are W. Bradnee Chambers, UNU/IAS, Coordinator Multilateralism and Sustainable Development Programme, as well as several well known lectures and experts on the climate change issue.
WORKING LANGUAGE
The workshop will be held in English.
DATES AND VENUE
The workshop will be held at United Nations Headquarters in New York on November 7 2000 from 10 a.m. to
1 p.m. and 2:30 p.m. to 6 p.m. The conference room will be announced in due course.
