This case study reports the results of field work and analyses undertaken over the past three years in the Bicol River Basin of the Philippines. The field studies were done under a technical assistance contract from the Urban Development Office of the United States Agency for International Development (USAID). William R. Miner and Eric Chetwynd, Jr., of USAID's Office of Urban Development provided essential logistical support as did the staff of the Regional Development Office in the USAID Mission in the Philippines. An able Philippine staff led by Emmanuel I. Astillero and Junio Ragragio provided much of the data and analysis for the Bicol River Basin. The field work in Bicol drew heavily from a conceptual study prepared by the author with Kenneth Ruddle, and later published as Urbanization and Rural Development: A Spatial Policy for Equitable Growth (New York: Praeger, 1978). This case study also draws on the author's previously published paper, "The Bicol River Basin
